
Response to Terrorism - The
Sheriff's Offices was preparing for the threat of
terrorism long before the attack on America on
September 11, 2001. Sheriff Manning attended a
workshop on Weapons of Mass Destruction (WMD) and
Terrorism at the National Sheriffs' Association (NSA)
Conferencenin 1999. He subsequently attended an
executive level WMD training session at the National
Guard Readiness Center in Washington, D. C. He then
hosted the first responder version of the NSA WMD
Training in Pitt County for local law enforcement
officers.

Early in his
first term Sheriff Manning organized and trained a
Special Response Team, acquired a bomb/explosives
detection canine and participated in several
terrorism threat assessment studies for Pitt County.
During the anthrax scare following the September 11
attack, the Sheriff's Office moved quickly to
acquire safety equipment and training to enhance the
law enforcement response and investigation efforts
into hazardous material incidents associated with
criminal or terrorist acts.
